Soliciting donations is going out and asking people to help your cause monetarily. As a result, you can't raise funds this way until people actually have a positive view of the liberal crime squad. People won't have a positive view of the liberal crime squad until society is liberal on many social issues, so soliciting donations isn't very useful in the early game.
